17 In addition to the targets set by the Old Value Directive for the recycling of a certain content by weight of a residual weight, the Agreement should lay down specific standards for groups of materials and intermediate targets for the completion of industrial circuits. These should be based on the quantities currently used and define high-quality recycling and recovery processes. The life-cycle approach should apply material flow concepts such as total material demand (Bringezu & Bleischwitz, 2009). The number of potentially relevant materials includes copper and GMPs, each of which contributes decisively to the cost-effectiveness of used car recycling.. . . .
